Knowing district budgets, I've tried to find the free and low-cost apps that we feel would be useful to district admins. Of course, they might also be beneficial to teachers and others.
There is also a Google Form for you to add apps to the section. At the bottom of the form is a link to view the spreadsheet. Please feel free to add to the site.
I started the site in August and we've had close to 20,000 visitors. I try to update it as often as I can.
