Syncing or one-at-a-time?

We have several iPod touches with the Bretford syncing cart and Macbook pro set-up. Up until July we were advising schools to individually purchase a gift card and under one email address purchase apps and then sync them to all of the iPods they had. In the past few weeks Apple has changed our ability to continue to buy apps in this manner via their Volume Purchasing Program.
