Volume purchasing program and Apple config tool

New to the Apple Config tool and using it to push our purchases from the Volume Purchasing site.

I have 3 different schools with 70 ipads total. They want about 10 different apps (70 of each) but at different schools.

The Config tools are set up at each school (or soon will be ) on a macbook and EACH school has thier own Apple Id (Itunes account).

My question is do I need to have a seperate Program Faciliator account for each school or can I just purchase the 70 apps under one account and then send a code to each itunes account?  I have heard that the apple config tool tracks licenses, but the 70 apps will not all go to the same school, split between the 3.

 

Any assistance/comments are appreciated.

The config tool robbed my school of @ 60x4 apps. This is what to do in short. From the vpp account buy the number needed for the one school, make sure it's over 20. Get the spreadsheet for the 20 then buy for another school it will generate a new spreadsheet of 20 you can give to the facilitator of the next school and so on.
