Moving from the Institutional Model to the Personal Model

We have teachers with iPads, where all there apps from last year were purchased with school owned Apple iD's, but this we want to move to the personal model, where any apps are now on purchased with personal Apple ID's, but we don't want to lose the data created with last years apps. The teachers are now backing up their iPad to iCloud with their own Apple ID's, but if we wipe the iPad and restore, the apps won't restore without providing the Apple ID and password of the original purchaser.

Is there a workflow to repurchase the paid apps and download free apps with the personal Apple ID's, but use the personal data from last years apps that were purchased with the institutional Apple ID's?
